HR 2273 headed for House floor, allows new coal ash ponds and landfills designed to leak five times more arsenic into groundwater than Safe Drinking Water Act limits

HR 2273 authorizes design of new or expanded coal ash ponds based on groundwater arsenic concentrations five times higher than Safe Drinking Water Act limits.  Design requirements also incorporate limits for arsenic, cadmium, lead, and thallium less stringent than current law.  All requirements (including monitoring/cleanup of badly polluted sites) could be waived if state decides they are “not needed” for coal ash management.
