EIP Urges US EPA to Address Deficient Texas Air Permitting Program

EIP and others comment that EPA’s proposed partial approval of Texas’s plan to implement health-based air quality standards for ozone and fine particulate matter fails to address problems that will prevent Texas from implementing, maintaining, and enforcing those standards.
