Report: Race to the Top

Report highlights state actions to protect air quality in seven states - Connecticut, Illinois, Massachusetts, New Hampshire, New York, North Carolina, and Texas - in light of recent EPA rollbacks of clean air rules and abandonment of enforcement actions. The seven states' laws are projected to collectively reduce sulfur dioxide and nitrogen oxide emissions from power plants and other facilities by almost one million tons per year (tpy). Report includes data on emission reductions from each of the state programs and on possible emission reductions from continued New Source Review enforcement actions.
