Environmental laws, like any other, are meaningless if not enforced. EIP evaluates EPA and state enforcement programs for their effectiveness, advocates for more resources for inspections and monitoring, and tries to counter efforts by special interests to block enforcement of environmental laws. In July 2003, EIP, in conjunction with several other environmental groups, worked for passage of the Inslee Amendment to the Veterans? Affairs and Housing and Urban Development Appropriations Bill, which added 54 civil enforcement and compliance personnel to EPA?s Office of Enforcement and Compliance Assurance. The appropriations vehicle is currently awaiting passage in the Senate, and EIP is again working to see that sufficient funds are appropriated to the agency for it to carry out its enforcement obligations.
