It can be very difficult to locate information about local polluters as well as compliance and enforcement data. Recognizing this difficulty, EIP has compiled a list of links to other Web sites that provide some basic data about air quality, water quality, enforcement and compliance, and upset emissions. We will be periodically updating this information, so please check back in if you do not find the information you need.
Environmental Data: Get It Off the Web An online resource about online resources - this report gives detailed, easy to follow instructions on how to obtain information from internet databases available publicly through the US Environmental Protection Agency, states, and other sources, that track emissions and releases from power plants and other regulated industries at the state and national level. Additionally, it provides tips on how to get statistics and other figures related to compliance and enforcement actions for various facilities, as well as the political contributions made by some of the largest (and smallest) industries in America.
Clean Air Standards -- http://www.naaqs.org or http://www.cleanairstandards.org This American Lung Association® website provides timely information to public health and environmental advocates about the EPA review of the National Ambient Air Quality Standards (NAAQS) for ozone and particulate matter.
American Lung Association -- http://www.lungusa.org The American Lung Association provides a variety of air quality and health information, including its annual State of the Air report.
Clean Air Markets Web site -- http://www.epa.gov/airmarkets/ The Clean Air Markets Web site is an Environmental Protection Agency site that provides information about the Acid Rain Program for controlling emissions of sulfur dioxide and nitrogen oxides from utilities as well as other federal cap-and-trade pollution control programs. You can find emissions data for specific facilities, down to particular units. It also gives information about allowances and credits.
National Emissions Inventory for Criteria and Hazardous Air Pollutants http://www.epa.gov/air/data/neidb.html EPA's National Emission Inventory (NEI) database contains information about sources that emit criteria air pollutants and their precursors, and hazardous air pollutants. The database includes estimates of annual air pollutant emissions from point, nonpoint, and mobile sources in the 50 States, the District of Columbia, Puerto Rico, and the Virgin Islands. EPA collects information about sources and releases an updated version of the NEI database every three years.
EPA Dockets (EDOCKET) -- http://cascade.epa.gov/RightSite/dk_public_home.htm EPA Dockets (EDOCKET) is an online public docket and comment system designed to expand access to documents in EPA?s major dockets. Dockets contain Federal Register notices, support documents, and public comments for regulations the Agency publishes and various non-regulatory activities. EDOCKET allows you to search, download and print the documents in a docket, as well as submit comments online.
Enforcement and Compliance History Online (ECHO) -- http://www.epa.gov/echo/ ECHO is an EPA Web site that provides information about (1) Compliance inspections that have been conducted by EPA or State/local governments; (2) Violations that have been detected at particular plants; and (3) Enforcement actions that have been taken and penalties that have been assessed in response to environmental law violations. You can search for air data, water data, hazardous waste data, or facility-specific data.
Energy Information Administration -- http://www.eia.doe.gov The Energy Information Administration (EIA), created by Congress in 1977, is a statistical agency of the U.S. Department of Energy. EIA provides policy-independent data, forecasts, and analyses to support policy making, efficient markets, and public understanding regarding energy and its interaction with the economy and the environment.
New Source Review Policy and Guidance Database -- http://www.epa.gov/region07/programs/artd/air/nsr/nsrpg.htm EPA has issued a number of policy and guidance documents that interpret the New Source Review (NSR) and Prevention of Significant Deterioration (PSD) construction permit regulations. EPA Region 7 has developed a searchable database that contains over 550 EPA-issued policy and guidance documents. The web site provides directions on downloading the database and searching it for EPA policy and guidance information.
EPA New Source Review Web Site -- http://www.epa.gov/nsr/ This is an EPA-sponsored web site that provides information about the New Source Review program, primarily with respect to recent changes to the program such as the December 31, 2002, rule and the August 27, 2003, Equipment replacement rule.
Office of Management and Budget, Office of Information and Regulatory Affairs Executive Orders Submissions Under Review -- http://www.whitehouse.gov/omb/library/OMBREGSP.html#EPA This site provides information about regulations submitted to OMB for review. The home page provides a direct link to regulations received from the Environmental Protection Agency.
General Accounting Office -- http://www.gao.gov GAO is the audit, evaluation, and investigative arm of Congress. GAO exists to support the Congress in meeting its Constitutional responsibilities and to help improve the performance and ensure the accountability of the federal government for the American people. GAO examines the use of public funds, evaluates federal programs and activities, and provides analyses, options, recommendations, and other assistance to help the Congress make effective oversight, policy, and funding decisions. With respect to environmental issues, GAO has recently investigated the December 31, 2002, and August 27, 2003, changes to the New Source Review program. Visitors can search for GAO?s published reports, testimony, and legal decisions using a full text search or they can search for GAO reports by report number, date, title, subject terms, or agency.
National Archives and Records Administration -- http://www.archives.gov/federal_register/index.html NARA is an independent federal agency that oversees the management of all federal records. The link above takes you directly to NARA?s Federal Register page, which provides access to a number of federal documents and publications, including the Federal Register, the Code of Federal Regulations, public laws, and presidential documents. In addition, you can comment on proposed rules through this site.
State and Territorial Air Pollution Program Administrators and Association of Local Air Pollution Control Officials -- http://www.cleanairworld.org/default.asp STAPPA and ALAPCO are the two national associations of state and local air pollution control agencies in the United States. State and local air pollution control officials formed STAPPA and ALAPCO over 30 years ago to improve their effectiveness as managers of air quality programs. The associations serve to encourage the exchange of information among air pollution control officials, to enhance communication and cooperation among federal, state and local regulatory agencies, and to promote good management of our air resources. In October 2003, STAPPA and ALAPCO published a ?Menu of Options? for states to adopt in lieu of the recently promulgated New Source Review rule changes. Clean Air Technology Center -- http://www.epa.gov/ttn/catc/. The Clean Air Technology Center (CATC) serves as a resource on all areas of emerging and existing air pollution prevention and control technologies, and provides public access to data and information on their use, effectiveness and cost. In addition, the CATC will provide technical support, including access to EPA's knowledge base, to government agencies and others, as resources allow, related to the technical and economic feasibility, operation and maintenance of these technologies.
RACT/BACT/LAER Clearinghouse -- http://cfpub.epa.gov/rblc/cfm/basicsearch.cfm. The RBLC database is an EPA-sponsored site that contains information distilled from early notification submittals and air permits received from State and local air pollution control programs in the United States. The RBLC Web site also contains summary information on air pollution emission standards. The data assists State/local agency personnel and private companies in determining what types of controls and pollution prevention measures have been applied to and/or are required for various sources subject to New Source Review and the effectiveness of these technologies. The RBLC Database Search option lets a user interactively query the permit database and the regulation database. The RBLC Data Entry option allows authorized users to fill in easy to understand, Web-based forms to enter and update the permit database with information for their agency.
Technology Transfer Network -- http://www.epa.gov/ttn/. An EPA sponsored web site for various air pollution control technology transfer programs.
